Case Brief

On February 13, 2017, eighth-graders Abigail "Abby" Williams, 13, and Liberty "Libby" German, 14, were dropped off at the Monon High Bridge Trail near Delphi, Indiana, for an afternoon hike. When neither girl could be reached that evening, a search was launched. Their bodies were discovered the following afternoon on the north bank of Deer Creek, roughly half a mile east of the abandoned railroad bridge. The case drew national attention because Libby had the presence of mind to use her smartphone to record a man approaching them on the bridge. That footage produced both a photograph and an audio clip in which a voice says "down the hill," material that police released to the public in hopes of identifying the suspect they dubbed "Bridge Guy."

The investigation consumed hundreds of tips and involved the FBI, Indiana State Police, and Carroll County authorities, yet the case went cold for more than five years. In October 2022, Richard Allen, a 50-year-old CVS pharmacy technician who had lived in Delphi since 2006, was arrested and charged with two counts of murder. Investigators linked a .40-caliber unspent cartridge found between the victims' bodies to a pistol owned by Allen. While in pretrial custody at Westville Correctional Facility, Allen reportedly confessed to the killings over 60 times to family members, prison staff, and fellow inmates, though his defense argued the confessions resulted from a psychotic episode brought on by solitary confinement.

Richard Allen's trial began in October 2024 in Carroll County. After roughly six weeks of testimony, the jury deliberated for more than 18 hours across four days before finding Allen guilty on all counts. On December 20, 2024, Judge Frances Gull sentenced Allen to 130 years in prison. His defense team filed an appeal in early 2025 and was granted additional time to prepare their brief. As of early 2026, the appeal remains pending.
